 在“小陽春”價格刺激下, 各地鋼廠曾一度出現復產現象。有媒體報道,唐山松汀鋼鐵就是在鋼價上漲利好的情況下,在4月重新燃起了生產高爐,在此之前這家企業已全面停產5個月之久。

鋼鐵市場專家馬中普表示,在實際淘汰落后產能的時候,有些鋼企把高爐拆了,然后再建,而把拆了的算做是去產能。據他介紹,去年以來高爐恢復生產的年生產能力已經近1億噸了。

然而,短期利益驅使下的復產并未換來“復興”。5月初,隨著復產浪潮襲來,鋼材價格指數又遭遇急速下滑,從逼近3200元/噸的價格跌至6月初的2500多元/噸,這種態勢延續至今。一些鋼鐵企業受到“小陽春”時期的利益驅使,在價格復蘇之初便著手抓緊籌備復產,然而由于前期準備需要花費1~2個月的時間,造成滯后效應,甫一復產便遭遇“當頭棒喝”。

業內人士分析指出,堅持市朝導向和職能部門強化去產能政策的落實,是當下尤為重要的。作為鋼鐵企業,千萬不要被短期利益沖昏頭腦,一定要抓緊淘汰落后產能,在提質增效中尋求生機;作為地方政府,一定要下決心落實去產能任務,避免導致鋼鐵去產能陷入僵局。
